The TEAM 3 family of instructors is dedicated to providing enhanced firearms training to Law Enforcement, Military, and Civilian populations. Meet the Instructors:

Founding partner of TEAM 3 Tactical. Joe retired from the U.S. Navy in 1999, but remained on permissive orders until 2012. Joe served with Navy Special Warfare as a SWCC Special Warfare Combat Craft Crewman and Heavy Weapons and Tactical Small Arms Instructor. Joe was previously a Paratrooper with 3rd Battalion, Special Forces Group, U.S. Army. Joe has a total of 44 years in the military and 40 years as a Range Master in Special Forces and Navy Special Warfare. Joe is formerly a Range Master and Range Officer with the U. S. Navy SEAL’s. Joe previously served as an adjunct firearms instructor for the POST Basic Firearms Instructor certification course, the Survival Shooting Instructor course, Non-Lethal Training Ammunition Instructor course, and CCW instructor with the law enforcement training center in Santa Rosa. Joe has attended numerous instructor level courses nationally, including Center Axis ReLock [CAR System Instructor] with Paul Castle at SEAL Beach Naval Weapons Station, and CAR System Master Instructor, Fort McCoy.

Founding partner of TEAM 3 Tactical. Warren is presently with U.S. Navy Special Warfare as a Firearms Instructor and Special Boat Chief. Warren is also a Special Warfare Combat Craft Crewman and Paratrooper. Warren has a total of 49 years in the military and 41 years as a Range Master in Special Forces and Navy Special Warfare. Warren’s permissive orders originate with SEAL Team XVIII. Warren previously served as an adjunct firearms instructor for the POST Basic Firearms Instructor certification course, the Survival Shooting Instructor course, Non-Lethal Training Ammunition Instructor course, and CCW instructor with the law enforcement training center in Santa Rosa. Warren has attended numerous instructor level courses nationally and internationally, including Center Axis ReLock [CAR System Master Instructor] with Paul Castle at SEAL Beach Naval Weapons Station.

Founding partner of TEAM 3 Tactical. Served as a tenured Professor of Administration of Justice with Folsom Lake College, retiring in 2014. Tony served as the chairperson for the Department of Public Safety Education. Tony is also retired from the Sonoma County Sheriff’s Department. For ten years, he instructed basic through instructor level POST certification courses for the Law Enforcement Training Center in Santa Rosa. Tony has been a law enforcement firearms instructor for 20 years. Tony holds a Master Instructor certification from the California Commission on Peace Officer Standards and Training. Tony earned a Masters degree in Organizational Management and a Bachelors degree in Criminal Justice. Tony has attended dozens of instructor level courses nationally, including Center Axis ReLock [CAR System Instructor] with Paul Castle at SEAL Beach Naval Weapons.

Matt was raised in rural Northern California where he earned an early respect for and knowledge of firearms. Matt has spent the past 20 years as a Sergeant with a Northern California law enforcement agency. Matt has earned an Associate’s degree in Administration of Justice as well as having completed numerous firearms courses, which include, the POST Firearms Instructor/Range Master certification course, Action Target’s Advanced Law Enforcement Training Camp, the NRA Firearms Familiarization and Safety course, and numerous Tactical Handguns courses. Matt joined TEAM 3 in 2013.

Kirk retired after completing a 29 year law enforcement career, serving with the Sausalito Police Department, Twin Cities Police Department, Cal State University Hayward Police and finally with the San Francisco State University Police Department, where he was the Chief of Police.  Kirk has a background in SWAT, Field Training, and Training Management and is a POST Certified Less Lethal Munitions Instructor, Chemical Agents Instructor, FN 303 Less Lethal Launcher Instructor/Armorer.  He also served as the Commander of the Statewide CSU Critical Response Unit, a 50 member tactical team trained in Riot/Crowd Control, Special/Saturation Enforcement operations, High risk Warrant Service and Dignitary Protection.

In addition to his law enforcement career, Kirk served in the United State Marine Corps Reserve from 1977 to 2001, as a Parachutist, Parachute Rigger/Heavy Air Drop Specialist and Jumpmaster.  Kirk retired as a Master Gunnery Sergeant.

Glen served in the U.S. Navy from 1976-1986, functioning as Patrolman, Patrol Supervisor, FTO and SWAT member at the former NAS Alameda in Alameda, CA. After leaving the Navy in 1986, Glen served as a Watch Commander at the former DOD Housing Facility in Novato, CA. Glen was hired with the County of Marin in March 1987, where he served as a Deputy Sheriff for 20 years. In his career with the Sheriff’s Office, Glen served in Custody, Court Services, Special Enforcement, Range Master, Armorer (Glock, Colt AR platform, Remington 870) Simunitions® Instructor and Less Lethal Instructor. Glen joined TEAM 3 in 2005.


Shane Stoker is a Retired Gunners Mate Chief Petty Officer with 25 years of service. He is a certified Range Safety Officer, Naval Special Warfare Armorer, Navy Small Arms Instructor, Basic Center Axis Relock (CAR) Instructor and Team Three Tactical Instructor. Shane joined TEAM 3 in 2008.





For the past 17 years, Andy has served as a law enforcement officer for a Northern California Sheriff’s Department. Andy has over 10 years experience as a firearms instructor. Andy has been on staff with Team 3 Tactical since 2008, and is a certified SIG Sauer pistol armorer. Andy retired from the U.S. Navy as a Chief Warrant Officer with nearly 20 years experience as a Special Warfare Boat Operator. Andy has experience running static and dynamic land and waterborne ranges, and thousands of hours as both a student and firearms instructor.



Jim served 23 years in the Navy, finishing his Navy career as the Commanding Officer of the Navy Operational Support Center in Alameda, CA. He is a Naval Aviator with time in five different aircraft. Jim’s interest in shooting began right after college when he trained in PA with a former LE SWAT instructor. Since that time he has attended multiple firearms training courses around the country. Jim’s interest in instructing began when he attained his Divemaster rating 20 years ago. This love of teaching continued during his tenure as a flight instructor in intermediate/advanced jet flight training. He holds a bachelor’s degree from Albright College and a Master’s from the Naval War College. Jim’s military deployments have included the Middle East, Japan, SouthEast Asia, and USCENTCOM Headquarters.

US Navy Special Warfare [NSW], twenty-two years of service. Six years as a firearms instructor. Brian has completed seven tours in the Mideast. Brian joined TEAM 3 in 2010.





Emmett is a Nationally registered Paramedic and a Medic in the California National Guard as well as an associate instructor for the CHP at the Academy teaching cadets EMS. Emmett previously served for 10 years in the US Navy Reserve with Special Boat Units (SBU) and Special Boat Teams (SBT). Emmett held the rate of Gunners Mate Guns Second Class (GMG 2), completed the US Navy elite Special Warfare Combatant-Craft (SWCC) course and was assigned to SBU 11, Mare Island, and SBT 22 Det. 122, Sacramento. During 2002, Emmett deployed with SBT 22 to Forward Operating Bases in Central/South America where he participated in Foreign Internal Defense/Maritime Interdiction Operations/Protective Services Detail Missions. Emmett enlisted in the California Army National Guard in 2004, and in 2007 volunteered to serve as a ground medic with the 1-143 Field Artillery as they deployed to Balad, Iraq.

In 2008, Emmett was activated and deployed to Jalalabad, Afghanistan as lead Flight Medic with Charlie Company, 1-168th GSAB. During Emmett’s 10-month tour in Afghanistan, he evacuated/treated 184 patients, flew 250 combat flight hours, and participated in 12 individual hoists. Emmett is the recipient of the Air Medal, Air Medal with “V” device for valor, Army Commendation Medal, Army Commendation Medal with “V” device for valor, Combat Medic Badge and Silver Star for gallantry in action. Emmett also received an Army Aviation Association of America Award for “Medic of the Year – 2009” and “Rescue of the Year – 2009”. Emmett is a graduate of Flight Medic course, Joint En route Care Course, and numerous other military courses. Emmett is also certified as a Center Axis ReLock (CAR System) instructor and was also a CHP Rifle Instructor and Range Master.

In 2011, Emmett honorably retired after 25 years of law enforcement service, which included service in the California Department of Corrections, The California State Police, Vacaville Police Department, and the California Highway Patrol (CHP). His past assignments included 10 years as a SWAT operator, Rifle Instructor, SWAT Medic, Governor’s Protection Detail (GPD)/Dignitary Protection, Flight Officer/ Paramedic, and Emergency Medical Services Instructor at the CHP Academy. Emmett joined TEAM 3 in 2013.

Don first became interested in firearms as a boy shooting his grandmothers Winchester Model 1890 .22 short pump action rifle. Much time passed before a chance meeting with Lt. Col. Ed Burch, Army Ranger, (USA Ret.) in 1987. Ed, then Sheriff of Routt County, CO., introduced him to combat handgun training at his school in Steamboat Springs, CO, Professional Training Consultants (PTC). Over the next few years Don took several courses through PTC. Later, in 1994 Don joined the Navy and was assigned to Special Boat Unit Eleven as a Special Warfare Combatant Craft-Crewman (SWCC) where he met Joe and Warren Bacciocco. Don attended many courses presented by Joe and Warren over the course of his 20 years in the Navy, where he has attained the rank of Senior Chief Petty Officer. Don recently returned from a tour in Afghanistan working with the Combined Joint Special Operations Task Force.

Mike Regan is a police officer with a bay area law enforcement agency.  Mike has worked asa police officer and deputy sheriff for the past 28 years.  Mike has served his current agency in a number of capacities and served as a firearms instructor for his department for fifteen years.  Mike has completed numerous firearms instructor courses and received POST certification as a handgun, shotgun, rifle, and less lethal munitions instructor.  Mike has also completed armorers courses for Colt, Remington, Sig Sauer, Smith and Wesson, Beretta and Glock weapons systems.

Jim has over 40 years working in the law enforcement, security, and protective services fields. Honorably retired as a Police Captain, Jim was a Division Commander for the Sausalito Police Department. Among his many assignments, Jim served as Range Master, Firearms Instructor, Survival Shooting Instructor, and Armorer. Jim advocated for, and was instrumental in, the conversion from revolvers to semi-automatic side arms for law enforcement officers, as well as the placement of the tactical rifle into patrol vehicles. As a member of a major crimes task force Jim was involved in a plethora of high risk, covert operations throughout Northern California, including planning, liaison, and implementation of multi-jurisdictional operations, as well as vast experience as an entry team member. Jim has been involved extensively with major event planning and security, is licensed by the State of California as a Security Professional with armed and unarmed endorsements, and as a Private Investigator. He most recently has partnered with corporate clients as a security consultant and contractor, specializing in Executive Protection services. Jim is a graduate of the FBI National Academy, holds a baccalaureate degree from Golden Gate University in Administration of Justice, and is a candidate for Masters in Administration of Justice from the University of Virginia.

Rich is a retired law enforcement officer with more than 33 years of law enforcement experience. Rich worked with a large Sacramento valley police agency and later with a Northern Bay Area sheriff's department. Rich is a graduate of the 80-hour CA POST, FBI instructed SWAT School and the 80-hour POST, FBI instructed Rangemaster school.

Rich served for approximately 14 years on a sheriff’s department SWAT team as a sniper and later as an entry team member. Rich also served as his department’s Rangemaster. Rich has graduated from the NRA Rifle Instructor school, the H&K MP5 submachine gun school, and a course on the tactical use of the government .45. Rich is a CA licensed private investigator.
